Just drag and drop teambalance.sp on spcomp.exe and You will get teambalance.smx in the same directory.

Since the teambalance.sp is the base för the .smx file!?!

Yes, I reinstalled the whole game now with the latest sourcemod and metamod.
And with your help it seems to work fine now.
