[HELP] Server Attack and usage of Custom Spray

Hi everyone,
Anyone knows the solution of the following?? If yes, then please let-me know.
1.) In my server Web Console, i see the following message 3-4 times every day:

SV_ReadClientMessage: too many cmds 483 sent for ZCPPlayer/54.221.47.60:45277
SV_ReadClientMessage: badread

I am using the following:
amxmodx_version: 1.8.2
protocol_version: 48
(Server is NOT a STEAM ONLY server, Non-steamers are allowed)
2.) Players do Custom Spray (like Batman, Bombsite B Symbol etc.)
How to disable the use of Custom Spray for all players in Server?
So far, i have the following settings in server.cfg file,
sv_allowdownload 0
sv_allowupload 0 (but in GameTracker under Server Variables it still shows sv_allowupload 1)
decalfrequency 60
(I am using Fast Download URL)
Basically, I need to prevent users from uploading their custom sprays, as they create a total mess in the Map.
