The issue you are experiencing is during the caching phase of the game, loading the map into memory on your computer and is a matter of settings related to hardware. It would be either you have some funky launch parameters to the game, autoexec settings, or your server is having issues loading the map first. The server would only be an issue if it was loading the map initially before any client joined, such as changing to the map while clients are connected.

This is why workshop exists, to eliminate that error so that clients can join and use a map and have the map updated and all players would download the updated version again without conflict. When you upload the map to your maps folder and the client downloads it, it will only use that version from server to server. So in order to resolve that issue now, everyone who has downloaded it has to delete in from their CS:GO maps directory and download it again. You never want to approach that method unless it's a final version of the map that doesn't have some sort of versioning at the end and will not be updated by the author and has a unique name that doesn't conflict. Otherwise this is the result.
