Yes it is true but i am already using advanced bans (realtime ban) plugin and it works like a charm. A banned player can remove her/his ban easily i think. But if i have a SteamId kicker i will write the SteamIDs for ex. on steamid.ini file and plugin detect the steamids and kicks.

The difference is only in the message, they do the exact same thing (yes, a ban just kicks the player). And Advanced Bans bans by Steam ID so it's the exact same thing you are asking for.

Yes i agree this. My problem is this: I will add the SteamIds to the steamid.ini file and nobody (include admins) can remove the steamids from this file. Because only i access this file.

Yes, we all get that. What everbody is telling you is that it's pointless and your admins shouldn't unban people so easily. This is the first time I'm hearing someone has this problem so I'm certain the real issue is in your server's organization.

"I want a ban system in which only OWNERS can UNBAN them."

More specifically, he wants a ban system that doesn't use the word "ban" and only owners can unban.
