How do i get my server setup to a realism coop server?

I would like

- unlimited points so ppl can fully gear up to there liken
- Custom maps
- 30 AI per point with waves
- Message's pop up advertising the rules and etc
- Admin Panel

i have no clue what im doing please help me

Update: I got things figured out but now there is no AI when the round starts or when i cap a point

Any ideas?
