It gives you the following VDF for Left 4 Dead:

"Plugin"

}

It does not have the "-" as given by the HLDS Update Tool in add-ons.

add-ons is an L4D specific folder, your plugins go in addons on all games.

Ah, that makes sense. Any idea what the add-ons folder does then if L4D is expected to have both the "add-ons" folder and the "addons" folder?

You'd have to ask Valve. After one of the last few L4D updates, it showed up.

Guessing from some of the L4D blog updates lately, it might be related to third-party campaign support. The blog update from last week calls them "add-ons" and implies they'll be distributed as .vpk files. Maybe they'll go in that directory.
