They did something to the query. hlsw does not see any servers. If you use special scripts (wrench) to manage servers, they will not see servers and will constantly restart them.
qstat also does not see the servers.
# qstat -retry 1 -nh -a2s XXXX:XXXXX
XXXX:XXXXX no response

https://www.sourcemod.net/downloads....1.10-dev&all=1 install the Build 6512 and servers will be working in order again.

Easy fix is to change your addons folder to like "addons1" and let the server come online.
