Could anyone please tell me where I can change the command to activate the helpmenu i.e !helpmenu / !cp?

no sorry, thats a teleport mod
ive talked to someone who runs it on his 1468164913 servers and he said its incorperated into sourcemod?

He likely wrote his own SourceMod plugin for his server, that's the only Checkpoint mod I could find for SM that's been released. It's not default to SM.

im not looking for a teleport mod. its just like a player control panel.
i'll take a screenshot and post it up here later.
He deffinetaly didnt code it, doesnt know how to code, thats what he told me.

Could you describe what !helpmenu / !cp do then? !cp is generally Check Point. Searching for "help," http://forums.alliedmods.net/showthread.php?p=637467 comes up.

well with this plugin.
when people type "!cp" into chat (btw its in CS:S)
they get like a menu
where they can voteban/votekick/votemute, etc
if an admin isnt on.
AND it can display rules ,e.g CSS Throwing Knifes would be in the main menu, then if the player chooses it, it would have a discription of what throwing knifes are.

Yeah that's a custom plugin, not sure if it's been released here (probably is, since the guy you're talking to says he can't code), but it's not built into the SourceMod release.

*Edit* I looked around the forums and couldn't find anything... >.>

panda he's referring to the help-menu call command. type !helpmenu (mine is set to !cp) calls helpmenu.cfg
I cant remember where I changed the command from whatever it was (!helpmenu I think) to !cp.

What you are referring to in the long run (end result) is helpmenu.cfg. You need to set that up to show what commands it is you want to be available to your players /addons/sourcemod/configs/helpmenu.cfg
