Did you already place your NPC's were it is wanted? If so, then use sm_addvendoritem. For example: sm_addvendoritem 4 85 (4 npc number and 85 would be the item you wanted to add to the npc). Use sm_itemlist 1 and sm_itemlist 2 to see which items to add.

As for adding NPC's, it takes some configuring. Firstly, just type sm_npclist in your console while ingame. it should be something like 0 being bankers and 1 being vendors. You will want to add vendors if you want to add more items. Then type in sm_createnpc and it will tell you how to add the npc. When you add it, make sure your sitting in the spot you want the npc to be.
Once you have done all that, restart your server and re-read the first paragraph I wrote.

I want to add like breen desk into my itemlist.txt
where can i download breen desk, and set the breen into my itemlist?
