What i mean with "actually works" that if i ban a player he could not ever play in my server anymore. I want that he cannot join my server with using vpn or resetting modem. I really really need that kind of plugin

Ban by SteamID. They shouldn't be able to come back. If they do, ban the other SteamID they use.

they play with non-steam so doesn't mean anything with steamid
