try looking at the error log in logs maybe it would tell you whats wrong in the config

You have to many bosses. FF2 by default only shows 63 bosses per pack. Try splitting these bosses into 2 packs.

It should just show up after your map vote...

Boss Pack voting does not show up with RTV. Only with the normal end of map voting.
You can force a pack with /ff2_charset bosspackname, e.g. "/ff2_charset 1" makes it Boss Pack 1 next map.
