I already have all those rcon-related cvars set. The problem is that the bot changes IP after every try. Just remembered "sv_rcon_log" though, and will see if setting it to "0" will help. If that will be the case, sorry for wasting your time

weird ! then ban by IP range, something like 192.168.**.** (I forgot how to configure the IP in users.ini, imo it should work for ban too).

That cvar doesn't exist.

By setting and enabling it and later removing it again?

Ah, the problem is that the bot has been using a very wide range, with the only common numbers being "46" at the highest level e.g:
Code:
46.46.49.130:50089
46.38.57.213
46.4.166.137
While setting 46.**.***.*** and 46.*.***.*** etc, would risk banning innocent players, it's worth trying.

As to banning, I just put the joker IP:s in "listip.cfg". If there is a better way, I don't know it yet. Where the permanent bans caused by the "sv_rcon_banpenalty 0" are stored I have yet to find out :S

That might be why it turned it didn't work!

Since I am running my server on a local machine, I can simply write the commands (e.g. "status", "meta list" etc) in the HLDS console through remote desktop. But I doubt it would help in this case since I've had the problem through several versions of meta and amxx...

Again: simply ignore it. The bots are stupid and the passwords they try are for "stupid serveradmins". I had that once a while too and never got a problem through this. And as my server had been running on a dedicated machine i used rcon all the time.
