Function to check a module is loaded or not
and maybe a interface versions check ....

some modules are registering a variable that represents that the module is running and what version - in example fun module (in hlds logs)

so i guess it would be easier to check if cvar exist

like get_srvcmd and get_srvcmdsnum

Ok sure, it could be useful to answer with a URL to module download page if they don't have the module.
Then you would probably have to get version number and all that as well.
