I think Valve will reveal more on what the penalties will be soon, if people break this new rule.

The penalties in the past have been being completely removed from both quickplay and the server browser when they've caught servers breaking quickplay rules in the past.

They may be more lenient these days, but it's hard to say.

I think they might become less lenient with this new update. It would not surprise me if they updated the penalties to include being banned from accessing the item server.

I hope that this time they will be more strict with sorting out the rouge servers and spoofed status.

If you modify any weapon/item at all you must disable quickplay.

Why not add in the code when one of the function is called, to set tf_server_identity_disable_quickplay on 1

Probably because Asherkin doesn't want a bunch of threads going "TF2Items is disabling Quickplay please help" (just my guess obviously).
