or can you give me the command that add server ip through console

Not possible without executable file which player needs to download from server.
I think that this kind of subject is not allowed on this forum.

It's only possible if you make an executable file that will, pull info from registry where your Counter-Strike (Steam) game is located and modify files which contain the list of favorite servers.
The client should download that file and run it, but it's very dangerous to run unknown files that you downloaded via internet, because you can get infected with a computer virus.

So I don't recommend doing that
