I am starting to lose players becouse of 1 small problem ... I use HFS for fast download on my server .. But players still download slow .. with max 400 kb/s ... how can i make so they download really fast .. i compared to other servers .. and my server's downlaod speed is really low .. other servers i play on have ALOT faster DL speed than mine .. and i lose players from this slow downlaod speed ... how can i make so players download faster ?

Use a dedicated public web server for your fast download files (e.g. 1and1, godaddy, etc.), one that you don't host at home.

My server's fast download seems also sometimes too slow, I don't know why?

Use dropbox and put your files it's very easy.
Then just add sv_downloadurl "yoururl_that_you_will_get"

Follow the steps from this image:

0. You should create a directory cstrike in /dropbox/Public folder and put all need files (.wad, create the folder structure as on the server)
1. Login on the dropbox site go to the Public folder
2. Now go to cstrike folder that you created earlier.
3. Right click on any file and a little menu will popup, select Copy public link.
4. Select the whole URL except the filename in the end and use it as sv_downloadurl.
