Right, I just tested this and it does reset the penalty counter to zero as long as the total number as defibrillators used reaches 15 and above.

Yea my bad, it's a nibble not half a nibble

Tracking defibs in versus is done with a 4bit int
but tracking in nonversus gamemodes is done with 32bit int weird

It means your gamedata file is old. Need to update it. Grab it from my github repo.
