in what cases doesnt work? cause i use it and i had no problems, maybe i forget something

Changing the teams multiple times in a round for example, whereas CS only lets once, by forcing jointeam command. Also, it'll force the kill event on the player, whereas cs_set_user_team() won't. Don't forget about the jointeam 6, which requires you being dead, whereas cs_set_user_team() won't.

Many client commands have limitations that prevent them from being executed at certain times. In the case of changing teams, you can change a team after having just changed teams (not sure what event or time allows you to change teams again in Counter-Strike 1.6).
