This plugin was designed to help fill a dead server. The number of bots is controlled based on the number of players (not counting spectator) on the server. IE:

This also ensures that a server using map vote at the end of a match will continue to cycle through the rotation rather than sitting on a map if there are no players present to end the round.
Admins with the flag 'Q' also have access to the commands:
sm_botadd------adds a bot and disables bot automation
sm_botkick------resets bot automation with the appropriate # of bots

Having the above settings in server.cfg will add a bot to balance teams leaving bots in play when they are not desired. I'm not sure if it was ever possible to achieve this with the built in settings, but after attempting every possible combination I have been unable to achieve the desired results.
