I think his server is non-steam and that player just need to reset his IP to rejoin.

I think you run a default plug-in of ban system. This is not stable for banning I try to ban but not added yet. Try to add advanced bans by exolent or amxbans

The built-in banning system works just fine.

Joining is later part, he says he is not banned, the message is displayed but he is not banned. Seems like he never leaves sv even for a second as his statment suggests.

Yes man yes. only you understood me. I am verry happy. I tried all methods but he cannot be banned. I tried with amx_banmenu and selected him/her. The message i saw in screen xxx banned permanently but he/she doesnt leave from the server. He/she is still in game. I couldnt solve this problem. He/she is swearing to the players in server and we cannot ban him/her.

He understood coz he allows nonsteamers too on his server just like u and these things only happen on non steam servers when the non steam user doesn't have a valid steam id
