The way i did it was in the RDP for our server box, i edited the shortcut, to say:

"C:\HLServer\srcds.exe" -vacbeta

and that worked

I've found out how to keep vac2 on constantly, check any of the servers in my sig

ok how we did it:

We use a program called FireDeamon Pro Service Manager and this keeps our servers running 24/7 and reboots if they crash, but we found when used in combination with the round_end.cfg way it keeps it on all the time

so when setting your servers up in it, this is what I put:

-console -game cstrike +map de_dust +maxplayers 16 +ip 212.58.145.161 +port 27025 -vacbeta

and it worked perfectly, hope this helps

To do it without RDP access you'd have to talk to the hosting company and get them to set it up for you.
