What you're asking for isn't practical. You're simply not going to be able to run 64 slots at 128 tickrate without spending a fortune. What you have provided in terms of Processor, isn't enough. The only good processor you have is the i7-2600 and that wouldn't be enough for what you're asking for.

We should wait when SRCDS get updated... no, rebuild to this century. God dam old this engine.

Remove these FPS and tickrate nonsense settings, because even nowadays players computer not gain over 100FPS in-game, so what a point ?
Only more models (paints, skins, weapons, hats, music etc. etc.) have added in this game and it get burden everytime.

So 30 players slot is recommended for CSGO.

That would be more down to the location you hosted your server at not the actual configuration. Until you know what you need I don't think there's much that we can say. As the others have touched on you will need a lot of cpu power for 128tick and there is a big difference but it's not going to come cheap. Forget i3s, i5s and even older i7s you'll need a E3/E5 at the minimum.

I don't think what he is asking for is even possible..
Seeing how 64tick 64 slot servers are already struggling with sv going up into the hundreds, you would probably need a 6-8Ghz processor to pull 128tick.
