In votes, ITEMDRAW_DISABLED (and another values, like ITEMDRAW_SPACER) really doesn't work.

Well, you can manually send menus to everyone and manually handle all votes.

Did this break at some point? It used to work just fine and is still used in MapChooser Extended to this day.
