Maybe only on my server, but i see a "new" cheating method.
2 machine or more in one room. With 2 different accounts offc. The player use one for the normal play and another for tricky "wallhack". The player in the game can watching any other player's position on the second display as he want. I have a plugin what can handling, how many player can join to my server. But i have many honest players from colleges. So the IP limitation not the really good method for me. Anyone can do a plugin what not enable these players to moving spectator? If he try that, kick that account what try to moving into spectator.
Or a plugin what do admin chat messages, on all round start: "Warning! x and y (-n) player using same IP" ? Then the admin can do enough attention to them.

Hmmm, there's definitely a backfire in this and it's the unintentional coincidence of both IPs joined. What if two players with the same IP but hadn't even planned of doing this joined and suddenly got kicked? I know there's a plugin (already/will be made) but there's twists too.

Why won't you simply restrict the spectator mode to his previous team only ?

He connect and enter the spectator's team immediately. He not have a team. He can see all two team.

Block the spectator team then ? At least, don't allow him to go in spectator before choosing a team.

Edit: And if he keep killing himself at the round beginning, you know who is your "hacker"
