It is giving you an error. If you run the command in a Command Prompt instead of double clicking it, you will be able to see it. As for your error, refer to the Valve Wiki

OMG, i want to install a server CS 1.6, not to read Valve Wiki...

I try to find, but i not found solution.

ok, let's make a little tutorial with pictures (for windows), but you must do everything like me to avoid any kind of errors:

  • firstly, put your steamcmd_win32.zip in the root of your C: partition, and extract the files there (mouse's right button > extract here >). you will have a folder called c:\steamcmd_win32, inside it you'll find an application called steamcmd.exe.
  • run your command line, aka cmd.exe. you should see something like the picture #1.

  • write cd.. several times, until you reach the partition root: c:\> like the picture #2.

  • then write: cd steamcmd_win32 (Change Directory >> go to directory called blabla..), like the picture #3.

  • as you are in the wanted folder, you can call the application by writing its name with (or without) extention: type steamcmd.exe (or steamcmd) and press the button enter.
  • you'll see that it will download needed files instantaneously, like the picture #4.

  • after a short time, it will be totally downloaded, like the picture #5.

  • now you can install the server that you want, but firstly you need to login: write login anonymous, and wait until you are connected, like the picture #6 (there are some other games that you must login with your steam acount, but this is off-topic in this case).

  • to avoid being confused by installing cs1.6 somewhere else, I recommend to create a folder in that same directory and to call it something like cs_server (avoid space character in names). we'll do that via steamCMD. so write this: force_install_dir ./cs_server/
  • the yellow line in the picture #7 was because of a spelling error, after that you can see that there is no errors because the command is accepted.

  • finally, write app_update 90 validate, and press enter, it will begin like the picture #8.

  • after downloading the whole cs1.6 server, it may show now something like the picture #9. but sometimes it dosen't download everything at the first time (like in my case now). so you need to retry again and again until it downloads the whole server (something like ≈722≈ Mo).

  • until you are logged on, you can download as much servers as you want. for condition zero as an example, write app_set_config 90 mod czero press enter and write app_update 90 validate too, like in picture #10 then press enter to download it.

  • when finishing, write quit to log out proprely, like in picture #11.

The SteamCMD page has a list of server IDs that are known to work with it. I added that a while back to make it easier to find them.

I've been thinking of adding a column that says which ones don't work with login anonymous.
