[L4D2] SM Cvar difficulty question

I've been having issues with my dedicated l4d2 server switching to Realism Normal difficulty, I'm trying to force it to always be at Realism Expert. If I turn the server off and on, it starts in Realism Expert like it should. If I change maps while in the game, the new map is in Expert Realism. However, as soon as I leave (and if no on else is playing), the difficulty changes to Realism Normal. I have difficulty voting disabled as well, so nobody can lower it.

I have sm_cvar z_difficulty set in the server config file, "+z_difficulty Impossible" in the command line settings as well as "z_difficulty "Impossible"" in the server config file.

Just looked at my steam group servers menu and it's back to Realism Normal again

Edit: Apparently it only says Realism Normal when it's idle? Because on the main menu of L4D2 it said realism normal 0/4 players, but when I connected it's Realism Expert. Does that mean people will join thinking it's realism normal? I actually remember yesterday someone joined and was complaining that it was normal but too hard..

Also tried putting z_difficulty "Impossible" in autoexec.cfg, it's back to normal after I left the game

The cvar does not work as it should anymore, neither in cfg or startupline, try a plugin.
or just set it in lobby or game vote

Do you know which plugin might fix this? Like I said when any real person joins the server the difficulty is set to expert, but when everyone leaves it's back to normal difficulty and advertised as such - So anyone who joins when nobody is on the server or shortly after I join ends up thinking it's normal difficulty (when in reality it's expert), and usually end up dying quickly and ragequitting.

If I try creating a lobby with the correct settings (realism expert) and force joining from the server IP (mm_dedicated_force_servers), it doesn't work and says it can't find a server because the server is set to normal difficulty when nobody is on it.

Game vote is disabled because the only thing it would do is let people lower the difficulty since it's auto expert when there is at least 1 real person on it

Edit: If I shut down the server and turn it back on again, there are 0/4 people in it, but it gets set to Realism Expert correctly - If that helps in any way

Use that for vote management. I personally just set the diff in the startup line. It always stays the same for me.
