XP Won't Load Out!

er what's wrong.. i start a server to test out my sheros newly isntalled.. i see the xp as : will be load next round, soon the next round reaches, but it still says will be loaded next round.. I am playing my 33th round and the msg is still there, and i can't choose my heros because the xp didn't load. would anyone mind helping me with this?

make sure your mp_freezetime is 1 sec. mp_freezetime 1

I have this problem oo, but I have not tryed the freeze time yet...why do you need the freezetime to be 1?
