To change the font for your local display, use a custom TrackerScheme.res in your game's 'resource' folder. The original is in the platform.gcf file. Modify the 'Fonts/CreditsFont/tall' setting. The default is 18 but I think 12 looks a lot better.

if i replace this file in the server files, all of the rest people will see the font smaller like the normal hud?

No. This file is already present on the client.

No. It is client-side.

What is the difference with this plugin and amx hud message?

Just another type of hud, used for example by the hints in CS or HLTV message. So, the size is bigger than the normal hud, there is no channels and you can show up to 8 messages at once.
