When I remove the DM plugin I have no problems. The server will sit and run idle with no problems is it not until I join the server and start playing that it crashes after about 10 seconds. I have gathered as much info as I know how. I am new to CS:S dedicated serving and really just have set one up for my friends to play on. I do have bots and have tried to get rid of them in the server.cfg as well as cssdm/cssdm.cfg however for some reason they are still there. Just in trying things I was trying to get rid of the bots to see if that was causing the crash but could not get rid of them.

Update 7/19: I was able to disable the bots and the game did play for a little while longer but still crashed the server. I have now installed the "VIPMod" (1.2.3) as well as the "Quake Sounds" (2.7) mod and those run with no problems with bots enabled. Others are obviously not having this problem because I have played on other public DM servers.
