For some reason, something on your server used a lot of CPU. For example, a plugin loading all maps on your maps folder, when do you have more than 1000 maps. So, it is normal.

If you want to save your CPU, do not use the GUI and open your server on console mode. At least on my computer, its difference is big.

if the server was full 32/32 And this happen you think players will have some lag ?
OR its only small high cpu usage and its not Make a difference ?

i use dedicated server:

Intel Core i5-2400 4/C 4/T 3.1 GHz

16 GB RAM

my Real processor usage now is 0 lol

test it and see yourself.
