I don't know but there is a stupid action on my server. If a player doesn't move withhin some 20secs, he is going to be forced to the Spec Team. I don't have any plugins which do something like that. Is there a cvar for that in CS?

its a default amx cvar i think
try disabling amx and see if it still happens
(or check ye olde amxx.cfg)

I can't see something in the amxx.cfg file, which would make that...

Give us the output of 'amxx list,' please. I know that this is NOT a feature in CS or in base AMXX. It must be a plugin causing it.

It's AMX Super. It should be a CVar for it in amx_super.cfg.
