But a quick googling indicates valve disabled the banner feature because server ops kept throwing trash in there, too bad

You can change the banner if you are a content server provider. That is the only legitimate way right now.

this is because they are running non-steam servers. both Protocols so u can still connect on a non-steam server. this sucks
