Just tested it with SourceMod 1.3.2 and MetaMod 1.8.1.
All works fine.

Are you guys using cracked no-steam server?

And try look cvars instructions on this forward.

Plugin create automatically cfg file in

...cfg/sourcemod/plugin.antireconnect.cfg

And it now have default:

Now, players who use command retry will not kicked.
Only kick those who disconnect first and then join again.

Change sm_anti_reconnect_disconnect_by_user_only "0" to get it work.
And check you admin immunity also
sm_anti_reconnect_admin_immunity "1"
