This plugin zombie_apocalypse421_plugin_fvault.zip is in Spanish . Can someone make it in English .

Looks like the author didn't want to support the lang files for this one.
However you still can do this.
Download 4.3 version from here: https://forums.alliedmods.net/showthread.php?t=72505
You should be fine using this as a reference. It is very similar if not the same.
