[TF2] slay player in vision

I used to Admin 8 servers and with the Admin commands came the slay command in which you could slay players and or destroy building in your crosshair. Is there a public plugin to achieve such a thing? I have searched and searched but haven't found anything.

If there is one that exists within the forums I suppose I should brush up on search skills.
