I am not sure what's causing this but sometimes the server does this and it doesn't let others join the server until it gets restarted.

This happens to other servers too I noticed time to time. Does anyone experience this issue also on their servers?

This is becoming frustrating.

What settings do you use for these two commands:

sm_cvar sv_hibernate_when_empty 0
sm_cvar sv_hibernate_postgame_delay 5

I've seen this if I start up the game and try to join to fast (I have a bind to join a server). Also if I try to reconnect with out disconnecting first.. seems more like the client to me.. just have to slow down let the menus load pause and then join the server.

The problem is, I don't think this is caused by me, this occurs to other players, once this happens no one can join the server. the only way to fix is to restart.

I'll change sm_cvar sv_hibernate_when_empty 1 to sm_cvar sv_hibernate_when_empty 0 and see if that fixes, not sure if it will do anything, but worth a shot at this point.

Valve made this game so confusing, it's beyond frustrating, I miss how simple CS:S was.

Same here, this issue keeps happening when steam cloud goes down...

Me too, it happens randomly. I've got all maps in gamemodes_server, and all commands like this in cfg:

sv_hibernate_when_empty "0"
sv_hibernate_postgame_delay "0"
net_public_adr "xxx"
sv_search_key "xxx"
game_type "0"
game_mode "1"
mapgroup "mg_custom"
sv_steamgroup_exclusive "0"
sm_cvar sv_reservation_grace "1"

After "it" happens, the only solution is to restart server.
