I am currently wondering if such a more advanced RTV plugin currently exists, searching for one didn't yield any usable results.
Basically, the plugin adjusts the required vote percentage based on the amount of players ingame (so a combination of sm_rtv_minplayers & sm_rtv_needed somewhat).
Say, for example, there are 5 players currently in-game, the sm_rtv_needed would then be set to 1.00, if there are 8 players, 0.6, etc.

Yes, UMC exists, but is kinda bloated imo. If no such plugin exists, I may modify it myself and probably release it (if there is any need for it) - will be based on RTVE.
