How about a punishment if a command is spammed?
Like
sm_rtv (works)
sm_rtv ("Your command has been blocked. Please do not spam it")
sm_rtv for the 3rd time -> player slayed/kicked/warned/whatever

You can do something similar through the servercmd key. For additional functionality, such as a count of how many times a player was consecutively blocked from using a command, this will probably have to wait until I have implemented the natives and forwards, and then a separate plugin can be created.

I didn't see a "default" or "global" option in the config, is it possible you can do this in an update?

For example, any command not explicitly mentioned has the "default" cooldown setting.

This isn't a good idea, simply because of the incredible number of "commands" which would be affected by this. (Remember that not all commands are provided by Sourcemod)

Such commands include, but are certainly not limited to:
  • kill and explode which is how players suicide
  • say and say_team, which are how players send chat messages
  • jointeam and joinclass which are how players switch teams or TF2 classes
  • build and destroy (how the tf2 engineer creates buildings)
  • dropitem which is how the Intel in TF2 is dropped, among other uses in other games, I'm sure

Colors don't work for me (CSGO)

Anyway to make it that the there's a cooldown at the start of a round before the first use of a command?

Colors should only work on games which morecolors.inc supports. You should be able to manually specify csgo colors instead of using the morecolors functionality.
