You can have old copies of CS which ran on WON before Steam was required for CS.
You can install those games on your computer and run them.

He even says that in his post:
"(Legal games, but very old)"
Old games, as in OLD versions, and legal meaning that it is on WON before CS used Steam.

Sure I know that there were older games without having Steam. The problem is, that 99 % don't use them. So by the way, much people think that some one is talking with No-Steam about a cracked Steam game. And yes, his small text were edited after I sait it in here.
