Well , you should try one of the latest SM-Stable-Release Snapshots 1.5.2 also , post an list of your loaded plugins by typing in console "sm plugins list" , without your configs , ini´s(and I mean all sm_skinchooser ini´s) it´s really hard to say what´s going on your installation.....

First:
Your Skinchooser do something weird.
If i use your skinchooser the cs:go radio commands dont work.

Tested on 2 servers.
Like Go, go, go. We dont hear the sounds.
After disable your plugin it works. Can you fix this?

Im sure its your plugin.

I have forgotten to tell you that my configs are the same except for the empty parts, and that i have tested the plugin also with only the ones shipped with SourceMod enabled. I did think that this was enough for allowing you to reproduce the issue on your side.

First thanks for posting your plugins list , from what I see is that your using SM 1.5.1 , so what I suggested you should update your SM to a stable Branch like 1.5.2-hg3932.
Next you should check if the model-/materialsfiles are on game- and webserver and also make sure that your ini-files are correct and point to the correct paths.
The lines written in sm_skinchooser ini-files are only examples , you have to write the paths/materialslist for your models by yourself!!!
Hopefully this will help you out getting it to work.

Ok, I tested sm_skinchooser 2.3 and I do have that problem.
I could use your Predator model (which is really great ) and as soon as I wear the skin, if I do "Enemy spotted" or such radio command, the message is displayed in chat as usual, but the sound is not played.

As soon as I re-open the models menu and choose "None", if I use the same command, everything works (chat message + radio voice).

I don't know why, it looks like it's linked to "SetEntityModel" but I don't see why sound commands would be related to models.

SM 1.5.1 and MM:S 1.10.0 for Linux (official releases for both)

It is afcourse skinchooser =) but yes weird connection models with sound but its true :O
