Thats a client side launch parameter.

If you think all players will do this just to play on your server you're kidding yourself.

CS:GO 5/1/2014, client launch option -maxdownloadfilesizemb N if clients needs to download even larger files from community servers.

Nothing about this parameter is listed for servers.
