rates and lag

i host a HLDS cable connection server with amxmodx and ive been trying to play with the rates to fix the lag but nothing helps. its a 12 player max shero server. it seems like whenever people join and need to dl a map or big file it spikes all the pings 300-600. can anyone help me out?

ive seen that link before, thanks. it was helpful for the maxrate and minrate but what about the other cvars like sv_uploadmax ? and client cvars like cl_updaterate, cl_rate, cl_dlmax and cl_upspeed, and cl_cmdrate etc?

Wouldnt know about those, but I dont think you need to worry about anything client side.
