v2: added a check for invalid client id

I can't seem to get this to work, one time it did but i cant recreate it.
I have tried modifying the source from " is banned" to "banned" and recompiling. Iv'e been sitting here banning and rebanning myself different ways and trying to get ip banned on a connect attempt to no avail. this seems to be a very simple plugin, any advice?
