[L4D2] the rescue level that needs to be filled with oil tank will delay

at rescue level needs to be filled with oil tank(such c1m4), the rescue starting message will delay(8 - 20s), and after oil tank filled completed, also be a delay, no one can get rescue. at local tested no problem.

any possibility makes these? i set sm_cvar director_no_death_check to "1" to use with plugin, local tested no problems, but at dedicated server twice.
and install there plugin may effect, no l4dtoolz.
