cmds upload and dlfile , do they still work?

i tried useing dlfile and upload client commands but as i see they do nothing, can they be used anyhow or not?

server has allow upload and download = 1

What? Im not sure what you mean exactly. If you uploaded client commands (cl_) for them to execute, you need something to execute them, and even then it makes no sense.

I don't think they work any more, people started to download users.ini and server.cfg.

that could be blocked very easy, but commands also could be very usefull =\

I tried to use them, dlfile does not work and upload gives me this error "Ingoring upload of non-customization" for all files: bmp, jpg, cfg, css, txt... .
