Yes it is possible but very hard few days ago when i played cs suddenly there was eclipse pic insted of orange box...

Emm one question, the banner is in client-side? if yes, is possible.

That is the official cs ad, i don't think you can change it, unless Valve change it.
Files responsible for that are: iga.dat and iga_static.wad.

I think he wants to display that banner on a non-steam client.

No steam = No support.

Open them in Notepad and edit them
