My cs 1.6 server is running on 4GB Ram 1 CPU 4TB bandwidth and 50GB disk space hostinger machine.
What is also maybe worth mentioning is that my server is in docker, and i have zombie plague 50 mod installed with a few plugins.
The issue occured when there were 10 players on the server the ping started to rise and server crashed.

Running the server in Docker adds a small overhead especially with 1 CPU core, monitor your server using htop or docker stats when the player number is high, test your server without that docker container layer.

this usually happens on shared vps servers. If you want optimal performance for yourself, a dedicated server is the best.

I had dedicated VPS server. I shut it down since the hosting where i rented server was web hosting and i bought gamign hosting but i still have some issues of players dropping from my server.
I noticed that some client drops with an issue of SZ_GetSpace: overflow on <player name> which as i understand is buffer overflow issue. How common is that on cs 1.6 server especially with servers that show a lot of hud messages and have a lot of repeating tasks.

yes it is common in this type of modes zp, there could be several factors, the most latent would be the loss of connection with the player, on the other hand, some plugin would be sending a loop flooding message_begin channels, disable the additional plugins one by one until you no longer receive warnings.

as a last resort, try running the following:

some time ago I wrote a plugin that expels any player who does not respond to the server, in turn avoiding this type of messages Overflow/Datagram.

the cpu core is what restricts performance so you want to prioritize a server that offers great single core power. my provider rents me a 1x core Ryzen 7 3800X at 4.5 GHz max Boost for 6.99€. a dedicated will give you access to all other cores but that does not help if the game engine itself is single-core only.

My advice is similar to bigdaddy424's I would look for a different host. My guess is that your provider has oversold the machine 4TB is just your monthly allowance but that doesn't necessarily reflect what their network bandwidth/speed is to/from their hosting machine.
