No, but it appears to be enabled by default (unless newer updates have reverted this - I didn't check that).

Multi-threaded implies that each thread can be assigned to a seperate core (or hyperthread). But normally operating systems are pretty good at finding the right balance, so I don't expect it to be useful to intervene - at least not unless you want to
limit SRCDS.
