Since you are mentioning 1 core, but referring to 6 and 8 core CPU's, I believe you are looking at a VPS?
For the web services (e.g. SourceBans, and fastdl thing), it will should do just fine; however, since you are simple having a slice; you may experience it being very fast right now, but in 5 minutes totally slow due to other customers on the same physical machine.
Look at the VPS as a pizza, - with a VPS, you're simply getting a pizza slice, not the full pizza. Others on the same physical "pizza" WILL affect your services negatively, not just with one - but generally with all providers. If the provider has capacity for 8 pizza slices, they are literally selling 16 pizza slices.
People on the other slices are running their things, then they are running their backups, etc., all of which will cause hiccups on your SRCDS.
You haven't yet mentioned anything about what game, tickrate, player slots, etc., so it is hard to get any further there:
Go with a dedicated server for SRCDS, CPU clock frequency 3.5 GHz or above. 4 GB RAM or above.
You won't ever get anything that runs smoothly with just a single $5 bill.
