I run 15 servers on an 8700k. Probably the best to go for to be honest.

I always had stability issues on Windows, currently running Ubuntu 16.04.

The real question is how many slots are usually full and what tickrate they are. It's easy to run 15 servers if only one is ever full at a time.

Windows is the only OS that offers any kind of multicore support for SRCDS games. I have been running servers on Windows 2008 and 2012 R2 for the past 5 years on both VPS' and Dedicated machines ranging from 5v5 pub servers up to 64 slot hunger games servers, Windows is great for SRCDS.

Linux isn't bad at all for smaller servers but Windows being able to split networking onto a second thread is extremely helpful for larger (20+ players) and high-load (timers) servers.

It's because you're on a VPS man. Those are virtualized cores, not physical cores. You are not getting full core power. Most unmanaged VPS are allocated on lower CPU power machines.

If you're renting a 10 core VPS (I assume from NFO since I've rarely seen options available to go that high from others), you are much better off renting a low end Dedicated Machine from them as opposed to a VPS. VPS is not enough to run a server that size no matter how many cores you have because it will never use more than 1.5 cores and they aren't powerful enough for that amount of players/usage.

Again, I've used almost nothing but VPS for the past 5 years and they are great for anything lower than 20-24 slots but even that's pushing it. You really want a dedicated machine beyond that many players even at 64 tick. This is just my experience though.
